Context: The employee API from countless Java/Spring/RestAssured tutorials. Throttled to roughly one request a minute in practice — the second call answers 429 as an HTML page while its own x-ratelimit headers claim 57 calls remaining — and writes are faked: POST /create returns a success id whose GET comes back null inside a success envelope. A 'down' here usually means the throttle, which is what a tutorial-follower experiences too.
